I am not selling any products, I am just reviewing the products and if someone buy from my link, I receive a commission (affiliate marketing). Also, if I have ads on my blog and receive payment, do I need a business license? Thanks.

I have used classified ads, PPC, blogs, only to have traffix trikle in and no sales. I need to find a way to get tens of thousands of potential targeted leads to my sites and have a decent portion convert to sales. Any suggestions that are relatively inexpensive (within $100/ month marketing budget)?
